Give me a minute i m just going to make a flat world of carpet. Carpets can now be placed on top of any block including non solid blocks. If slabs are surrounding a spawner the mobs will still spawn same goes for carpet. No mobs do not spawn on carpet.

The only case where mobs wont spawn is when it is one of the three spawners rabbit chicken and cow which all require direct access to grass to spawn therefore wont work if either a slab or carpet is covering it. I guess hostile mobs spawn on light level 7 and lower does the block underneath even define their spawn. A consequence of this was that mobs can spawn on carpet as long as the block underneath the carpet supported the mob spawning.

I covered the most part with single layer carpet and endermen are spawning there a lot.
